Campaign, Ad Set, Ad: What Each Level Decides

Also known as: campaign structure, ad group, ad set

Short answer

A campaign sets the objective and the budget. An ad set decides who is reached, where, and when. An ad is the creative people actually see. Putting a decision at the wrong level is the most common reason campaigns become unreadable.

The three levels and their contents

LevelDecisionsExample
CampaignObjective, budget, campaign typeConversion objective, $30 a day
Ad setAudience, placement, schedule, goal eventJakarta, ages 25 to 45, feed and reels
AdCreative and link30-second video, link to the landing page

The most expensive structural mistakes

  • Too many ad sets. Budget fragments and each piece is too small to learn from.
  • One ad set holding several different audiences. You cannot tell which audience worked.
  • Budget changed daily. Every large change pushes the system back into learning.
  • Creative swapped inside the same ad. Its performance history mixes and becomes unreadable.

Frequently asked questions

Which decision belongs at which level?
The campaign holds the objective and often the budget. The ad set holds audience, placement, schedule, and the conversion event goal. The ad holds the image, video, copy, and destination link.
How many ad sets should I create?
As few as possible. Every ad set splits your conversion data, and split data keeps each one in learning longer. Merge them when the audiences are similar.
What is an ad group?
Ad group is the middle-level name in Google Ads, equivalent to an ad set in Meta. It does the same job: deciding who is reached and on which keywords.
