Paid checkouts stay active
A channel fee no longer rejects a paid checkout, and a repeated notice does not extend the subscription twice.
A paid Rupiah checkout still activates the subscription when the only difference is the payment channel fee.
A repeated payment notice for a subscription that is already active does not add another period.
A new checkout adds the channel fee once.
